Generally when you import new parts, they already come weight painted. All you have to do is go into the Vertex Groups selection, rename the Groups to be the proper ones that the original model has, and then replace the part.
You shouldn't have to delete any bones from the original model unless you're removing parts of the original model that had bones.

In the case of my frankenstein here, my general steps were:
Import dress
Shrink/move dress and dress bones to conform to model bones
Rename dress Vertex Groups to match model's
Remove parts of original model that aren't needed (Shirt and Skirt in this case) as well as parts of the dress that weren't needed (Everything but skirt bones, some extras like glasses)
Merge everything
Clean it up

It like fucking everything in Blender feels really weird the first time but I feel it's a pretty simple thing once you realize what you need to do.

Is there a way to see what bones affect which vertices, and vice versa in Blender? Trying to transplant a shirt but unsure if it's connected to spine and chest bones or just one of them.

the other day there was someone talking about the fact that meshes in vrchat tend to show the polys when you try to use anything but flat lighting, or something like that, and it IS something that is annoying, especially if you want to use lighting effects or whatnot. so with some skilled google-fu i discovered how to do this. it's particularly useful for props, though i imagine this might be useful for some low poly models too.

select the mesh in your assets, and in the inspector, change the normals and tangents setting from import, to calculate, and hit apply.

to revert the change just set it to import again, and make sure the tangents section is set to "calculate tangent space", because when you set it to import, it generally auto switches tangents to import as well.

When you think about it it’s actually really cool that we can download models online, set them up in Blender and then with full-body trackinnwear those models as if it were our own flesh and skin.
