Yes you can. Using the oculus PC app you connect the two, start Link within the headset, and then launch SteamVR within Link.

You can also use wireless, with either ALVR, Oculus Air Link, or Virtual Desktop. I recommend VD, if you have a friend that already has a headset ask them for a friend code or go on r*ddit and get a random invite code so you can get enough free store credit to get VD for free.

Using a cable however doesn't remove all the latency. There is encode, game, transport, and decode latency. Transport latency is around 5-10ms on wireless, with typical latency being around 40ms, so it would go down to around 30ms on cable probably.
