Is anyone else having really bad performance issues with VRC? Recently I've been having really bad stuttering even in worlds with not a whole lot of people. It seemed to start after I did the 3 resets (cache, avatar data, and user data) just to see if I could improve my performance from there, but it seems to have made it much worse.
Anything I can do to improve my frames?

Don't copy over the transforms. It's always fucked for some reason. In blender they should just be in a t-pose with applied transforms. If you do any scaling in unity it should be of the whole prefab from its root and the xyz transforms should match, otherwise use blender for scaling individual parts.

Also make sure you aren't breaking your avatar's prefab instance (so do NOT Unpack the prefab after placing the FBX in the scene).

Yeah. The fbx might actually have its import options set so that 1m equals 1cm. I forget exactly there that is but you should be able to find it in the various tabs in the inspector window for the fbx. I remember this being a problem with blender's native fbx exporter and it being pretty random how the fbx export went. Cats plugin and betterfbx are both far better alternatives to blender's default method.

The CATS export is actually just the default FBX export with some better default settings applied.
One of the reasons for this model scale discrepancy sometimes is the "Apply Scalings" option. This is set to "All Local" in default Blender which means your Armature and Body will have a scale of 100 when imported into Unity. After a strong recommendation on my part, Hotox changed it to "FBX All" when you press the CATS Export button. This fixed a lot of issues and headaches related to scaling objects and having to set absolutely tiny radiuses on dynamic bones, but it also means that if you export an FBX with default settings and then later overwrite it with the "correct" settings, your scale will be totally messed up until you reconfigure the humanoid rig.

On a related note, if you tick "!EXPERIMENTAL! Apply Transforms" in the export settings, this will prevent your meshes from being rotated -90 degrees on the X axis. Particularly useful for static/non-skinned meshes, not really necessary for skinned meshes like avatars or character models. The devs recommend against using it for models with an armature but it seems to work fine for me and most others.

Facebook was selling hardware at a loss, making a cheaper clone is impossible. Pico might be okay but it is going to be chinkware of dubious quality. Alright, you're right that reducing the resolution is the best way, but also reduces texture quality a bunch.
Also, atlas your textures and remove unused UV space from deleted meshes.
Tile normal maps and textures that use repeating patterns and make the resolution smaller
Matcaps don't need to be big at all, put them down to like 52px. Same with masks, they can often be pretty tiny resolutions.

I'm deviating here though, what I meant was the best way to have minimal quality loss is to mess with the compression settings. I'm not at my PC to give specifics rn but where you see the resolution settings and stuff that window has another tab and you can override the compression settings to fine-tune it.
BC7 is the best for high quality compression but it also forces you to have an alpha channel. Alpha channel pretty much doubles the VRAM usage so avoid it unless it's needed.
Use DXT1 or 5 depending on whether you need an alpha channel or not but they also usually look worse than BC7.
Sometimes a 2k BC7 texture can look better than a 4k DXT1 texture, so you can save a little VRAM that way too.

There's no filesize difference between DXT5 and BC7. If you need an alpha channel, always use BC7 as it's higher quality.
If you don't need the alpha channel on a texture, consider DXT1 if you can deal with the extra quality loss. It's half as big as DXT5, but quality may suffer as a result.
Also keep in mind that crunch compression may reduce download size of your avatar, but it won't reduce VRAM usage. It also won't work on BC7 textures. It's a bandaid at best for avatars.
