It's a combination of textures and shader. The textures are flat and don't have much detail and the shader settings on the material use sharp shade ramping rather than feathers and outlines in order to get a more toony style. Any popular VRC shader can do this.
The normals on the avatar are probsbly custom too to make the shadows lay in a more toony style, similar to how Arcsys do their normals.

Probably as bad of a time as it is ever going to get. Next gen of headsets is closer than ever and we also just got a fbt that works well without base stations. There are already side grades that arguably do things better than index now and I have no doubt that by fall we will have release dates for stuff like the next generation of quest and maybe even the Deckard. If you buy an index now I doubt you would want it a year or two from now, it's not worth the hefty investment given the current stage of the products lifetime. It's a bugged state machine because they're using UE's visual scripting that generates spaghetti code. Unless they hire a competent C++ programmer, patches will keep creating those kinds of issues even as they fix others. Like that other anon said, 5800x3D is good, especially for VRChat. If you're doing a new build and can afford it, I'd probably go 7800x3D or overclocked 13600K instead though.
If you're going for something cheaper than all of those, just remember single core performance is most important for VRC.

I dunno. I've only had one prior VR experience and it was with a quest 2. Played for about 4 hours or so pretty late at night. Some movement shooter jetpack thing, superhot, job simulator, and beatsaber. I got a little vertigo with the jetpack shooter but I never got nauseous or any form of eyestrain (despite really thinking I would). Sort of just hoping for the best in that respect.

Being able to access user generated content or interact with other people isn't exactly uncommon in phone apps. It's less restrictive than trying to get on approved to be on something like PSVR. They might crack down on more obvious instances of breaking the rules if the mobile version gets super popular, but I don't see much changing.
I don't think it'll be great for the playerbase, but they'll be segregated off in worlds with Quest support, and I can't see it being super popular. At least since they already had a Quest client, this probably wasn't too much extra effort.
