If it still displays that error, reinstall the app and try again.
If the error disappears, you would need to block the internet connection on the quest itself, for that you would need to do forget your wifi connection, add it again, select advanced settings and add some random ip from your local network as default gateway.
That way the local connections would still work (pcvr streaming etc), but quest/vd wouldn't be able to call home.

I'm not really sure what else that gay goblin added DRM wise, another possibility is that it snitches through the PC.
Oh, actually, try disconnecting the internet cable first from your router and do the setup again, just to make sure it is not being a bitch after calling home. If it behaves without internet, do the things I wrote above. Would be easier that way.

Just disabling the wifi didn't work, I didn't try uninstalling and reinstalling with no internet connection though, figured it wouldn't work as well.
I found another version on some google drive with pirated quest 2 games, which I am not sure if it is trustable so I won't share it, but it did work.
I played for around 20min and worked super well, way better than with air link, way better than having to buy an wifi 6 router that costs nearly the cost of my rent.
So I might just buy virtual desktop, though I wish the oculus store did regional pricing, it is way cheaper on steam for me but that doesn't work with the quest 2 of course.

It was working flawlessly here though, if anything the limit I think was my pc's own hardware instead of the router. I have a tplink archer c60 with the 5Ghz wlan exclusively for the headset.

I'm a simfag and i won't give him an answer specifically because i tried F12022. Not even wasting my time on next iteration of this turdware, codemasters is notoriously bad with VR implementations. Literally the only singular time they did it right was DR1, and DR1 was crowdfunded side project made by enthusiasts within the company, so they had the energy to do it right and freedom to work on it. DR2 was already fucked up performance-wise, early version of the game was also breaking if you have advanced settings installed, and F12022 was so ridiculously horrible it's almost impressive. It felt like they passed static game camera directly to headset, including slight motion smoothing on head movement, motion blur, and even FOV changes as car speeds up. There's zero reason to waste two pizza worth of money on giving them another chance

For visuals I just use glamur reshade. The ambient occlusion and fake global illumination run really well in VR. It works in other VR games too. I don't have the horsepower for ENB sadly, but even if I did you can use the fast AO alongside ENB's other effects.

Parallax textures are nice too. These rocks look very 3D in headset. Skyrim 202x for most textures and Atlantean Landscape for landscapes are what I use right now.

Skyrim VR could be amazing with Blade and Sorcery style combat but as it is it's still a stealth archer sim. There is a mod that adds weapon collision and reactions to being hit to NPCs which is a bit better but it's not really there.
