Obviously, customize the mats how you like, I just did something basic. And it should be easy enough to modify in blender if you need to modify something else, like the arms to fit it on your giant head.

I also have a tighter rein on hiding avatars, avatar size dls to like 90mb, and not showing more than 10 at once and I never have more than one 1-3 yellow names in a vrg instance if I ever bother going to one like a 40-60 instance one

im running 9800x3d and my fps stays the same no matter how many avatars im showing, like it doesn't do anything to it, i think the game's simply fucked when it comes to using cpu effectively

Welcome to animator controllers. They should be optimized! Culling does nothing!

VRChat has a hidden feature where auto-culled avatars will still have their animator controllers running so the avatar doesn't go out of sync. Avatars with poor controllers (IE many layers, lots of any states, etc) when auto-culled don't actually stop running and so still act as performance bombs. Except if you manually hide them of course.

I guess having lot of curves doesn't help either, You could try going for geometries consisting of beam-like shapes, or just plain prisms, instead of cylinders.
I'd suggest checking the ur10 just to get an idea of what a 6 dof geometry (shoulder to wrist) looks like without adding complex constraints.

Something to keep in mind for vrc is that the neck, head, shoulders, hips, wrists, and ankles are all ball joints while everything else is a hinge joint. Your reference pic's shoulders have a rotating joint and a hinge joint. It's definitely possible to make that work with constraints but it's also probably going to be a pain in the dick. Better, for your first one at least, to make sure the form of your joints matches their function.
