If I have a dynamic bone on the root of my hair and a collider in my head to keep it from clipping through, how do make it where the bottom hair bones bend when only the top hits the collider?

It's sometimes a bit of a hassle to get weight painting mode working. Try to right-click the bone. And if that doesn't work, object mode -> select the armature -> switch to pose mode, then leave that active right click the mesh and go back to weight paint mode, then try right clicking a bone again.
Alternatively, and much more easily just do it in edit mode. Put your mouse over the ball, press L to select it (it's a CM3D2 model so gonna assume the ball is a fully separated piece), then on the vertex groups on the right, drag the weight slider to full and press assign.

The vertex groups are simply how the mesh knows of the armature. If you simplify it and ignore vertex groups' other uses for categorising and quick selecting areas, they can effectively be considered one and the same with bones for this purpose.
Simply selecting the vertex group on the list isn't enough for blender's weight painting mode, it needs you to select the bone the group is named after, too. Selecting a bone then automatically picks the proper group.

The best way that I've found is to pose your hair in pose mode, copy the armature modifier and apply it as a shape key, apply pose as rest position which will move the mesh back but bones should stay in place, then make that new shape key your basis. It'll fuck with your existing shape keys, so you'll need to select the parts you moved, and then go through every shape key except the new basis, Mesh > Vertices > Blend from Shape key or CTRL + V, N and uncheck "Add". Do that to every shape key and things will move back.

Any idea what's causing the shading/lighting to do this? It looks like this but it flickers constantly all over the model. It's never shown itself until I open the menu in dim lighting, and also under the photo studio's spotlights.
