It isn't judder which is usually poor optimization on the developers part I've come to find out, but it's like the screen will jump for half of a second, then resume for about a minute or so doing good, then happen again in order over and over. It's a problem with your tracking slowly drifting off then jumping back into place. Are you using 3 sensors or just two? If so, unplug the 3rd sensor and see if it still happens. I would experience that sometimes when using a 3rd sensor and could usually fix it be redoing the room set up thing. Also replace the batteries in your controllers as weak IR from your controllers can cause it too.

The playspace tab has a mode where you can move your playspace in game esily by holding either the left or right menu button and moving that controller, which drags your playspace around with it.

You can also use https://github.com/naelstrof/VRPlayspaceMover which has some neat physics simulation (throw yourself around the world), but it's a little trickier to set up, so I just end up using the former. naelstrof's does include a mode to make simulated FBT trackers though, which is nice since the IK fixes your feet to the ground unless you have FBT.
