It's actually around 2Mbps but all the other stuff vrchat streams in like voice chat takes up most of of that.

Oh I see how the bumps are being made now. It's the vertex normals. If recalculating normals and setting from faces doesn't work then you're going to have to either bake normals from like a cylinder onto it or manually shift every vert so there aren't any high or low points (don't do this). You can also retopo it.
As for making a new UV map you can mark seams along the seams of the shirt to make panels and then unwrap it and bake the old textures onto the new map.

My face tracker came today! My avatar works so I'm glad I don't have to troubleshoot it.
I made a video, it works pretty well. It was only 130 bucks so it was pretty cheap and I think it's something I'll probably use. The 3d printed bracket to attach it to the index isn't here yet so it's still just a little bit jank. I may adjust a few of the expressions too. But overall, I like it.

It really shouldn't make much of a difference if your bitrate is low enough.
Your LAN ports are 100mbit: that's 100Megabits per second, not to be confused with 100MegaBytes per second, which is what 1gbit would be.
Quest1 can do up to 100mbit, quest2 150mbit, so lower your bitrate in VD and see if your latency improves.
Keep in mind that there is a "automatically adjust bitrate" option in the streamer app that will override the setting your use in the quest app.

Also enable the performance overlay in VD and see what it says; if network is taking ages you may want to swap the router. I'd be incredibly suspicious of anything with 100mbit ports in this day and age either way.
