Uninstalling and reinstalling UTS only lets me use up 7.6 and I don't have that option, so I assume the newer versions aren't compatible with the version of Unity that you need to use for VRC. In each sub-state machine it then selects a gesture based on the int GestureLeft, which is set by the hand position of the left controller.

There's a couple ways to do, mainly 3 - each cloth on different layers, Blend tree with 1 big animation and 1 layer with 6 animations. For the begginer i would say Blend tree is a bit more complicated, and many layers might be too clumsy to read and change later, so i'll recommend 3rd option.
Basically what you'll need to do is create 6 animations, each with cloths 1-6 on or off, so animation 1 - first Cloth is on and the rest is off, second animation - second cloth off and the rest is off and so on.
Then when you're done and have 6 animations - create a new layer and an Int parameter, then drag all 6 animations and create 6 transitions from Any state, I'll put a picture for some rough visual.
Little precaution mesasures - don't forget to set layer weight to 1 and create parameters both in animator and vrc Parameters file. Also Check that all files have "Loop" off.
Put each transition condition to match integer, so when your Int is 1 - cloth 1 is on, if Int is set to 2 - Second cloth is on and so on and adjust transition time and duration to your preference.Then in your vrc menu just put toggles option to toggle your int to 1 - that will toggle your first cloth, another Toggle option to 2 - this will toggle Second and so on, Menu will Keep on the last pressed Toggle Change.

By default my default mood set "Casual" should be running (int = 0) and I want to see the menu animation swirling around the toggle to see that this one rather than another one is currently running. I Assume by "toggle the mood" you mean pressing corresponding HandGesture, here's how i would do it:
Create a new parameter and on each Facial Expression Animation put "VRCAvatarParameterDriver" component(1), set it to change your newly creater Parameter(2) and set the same Value as current "Expression animation" so it will change correspondingly to your Hand parameter(3); if your Facial gesture on 1 - make it change that new parameter to 1, if it's 0 - new parameter also becomes 0. Make it for Both hands, same parameter.
Then just set up a menu that has no animations, but each "toggle" option set up values 1-8 and it should work as you want - it will show that curently corresponding facial expression toggle is on, because when you change face animation Triggers "VRCAvatarParameterDriver" to change new parameter to same option.

No, I mean toggling a whole mood set, which consists of 8 gestures each.

Let's say there are 3 mood sets: Casual, Sleepy and Hyper.
Each of those sets has the standard 8 hand gestures but the gestures play different animations in each set. "Open Hand" in Casual closes the eyes like in a greeting, in Sleepy it makes you look like you have fallen asleep, in Hyper it it just squints the eyes a bit.

That's why it's so important for me to be able to visually see what set is currently toggled on, because the same gestures do very different things depending on the set.

This is one of the problems with votekicks. Now that they don't show who is actually votekicking, it's impossible for people to know if the votekicks are legit or not.
